Dr. Thomas K. Koch, M.D., FAAP, FAAN
Principal and Healthcare Subject Expert Consultant
Dr. Thomas K. Koch joins the Positive Eye Consulting team as our healthcare consultant. Dr. Koch earned his medical degree from the University of California, San Diego and then began training in pediatrics at UCSD. In 1979, he moved to San Francisco for training in pediatric neurology at the University of California, San Francisco. Upon completion of his clinical child neurology fellowship he began a two year laboratory fellowship in neurochemistry also at the University of California, San Francisco. Since then, he has held faculty appointments at the University of California, San Francisco, University of Maryland, Baltimore and currently holds an endowed appointment as Professor of Pediatrics and Neurology at the Oregon Health and Science University, Portland OR.
Dr. Koch is an active member of the American Academy of Pediatrics (AAP), American Academy of Neurology and the Child Neurology Society. He has served as a past President of the AAP Section on Neurology and continues to serve on its Executive Board. He has been dedicated to medical education and has received numerous teaching awards and is a frequent invited speaker for continuing medical education (CME) courses. He has worked with models to examine better access to specialty care for children with epilepsy and as a recent member of CAM-I (Consortium of Advanced Management, International) he is working with the Health Care Specialty Group.

David M. Williams, Ph.D.
Process Improvement Subject Expert

Dr. Williams works with clients as an organizational strategist and improvement advisor. A former urban street paramedic, he advises some of the toughest organizational systems. For more than a decade, he has acted as an internal and external improvement advisor to governmental agencies, hospitals, and for-profit and not-for-profit organizations. He works with clients to improve their organizations by enabling appreciation of systems, understanding data and variation, testing changes and recognizing the influence of psychology.
Dr. Williams is on the faculty of the Institute for Healthcare Improvement (IHI) and is an IHI improvement advisor. He is also on the teaching faculty of The George Washington University School of Medicine and Health Sciences. He earned bachelor’s and master’s degrees in emergency health services management and his Ph.D. in organizational systems from Saybrook University.

Roberta Rosenblatt Jackson, SPHR, GPHR
Human Resource Subject Expert
Roberta joins the Positive Eye Consulting team as our strategic human resources expert with leadership and consulting experience in family business systems, health care, transportation, and higher education. She aligns HR strategy, solutions, services, and programs with each client’s business strategy and has expertise in organizational development and training, HR process improvement, labor and employment compliance, employee relations, and talent management.
Roberta is the director of human resources at Touro College and is a successful human resource solutions consultant. She is one of only 400 professionals worldwide who have earned both the Senior Professional in Human Resources (SPHR) and the Global Professional in Human Resources (GPHR) certifications. She also earned her bachelor’s degree from the New School in New York City and completed the Harvard Business School’s HR Executive certificate program.
